Heat water in a thick pan and add oil, salt and jeera to it.

When the water starts boiling add rice flour and keep stirring

When the mixture is uniform, cover for 2 mins and remove from fire.

Leave aside for 5-10 mins.

Now pour it into a plate. When warm knead and make small marble sized balls out of it.

Now place them in a slightly greased bowl and steam cook these balls in a cooker for 10 mins.

Remove and let them cool for a while.

Now heat a kadai and add oil and the seasoning ingredients.

Add the balls and fry for 2 mins. Now sprinkle red chilly pdr. and salt and mix well and serve hot
